Ministry of Defence announces smart mobilisation

Smart mobilisation in Ukraine will be the next step after the digitalisation of the delivery of conscription notices. It will be possible to apply for mobilisation in two clicks. This was stated by Deputy Minister of Defence of Ukraine Kateryna Chernogorenko in an interview with ArmyInform, Komersant ukrainskyi https://www.komersant.info/ reports.

Chernogorenko noted that defending the homeland is a constitutional duty of every citizen, but a recruitment approach is important here.

According to her, it is the recruitment approach that is important, because when a person understands his or her entire route in the army and can control it by choice, the issue of electronic summonses, the very fact of their existence, will disappear by itself.

“I believe that a person should be able to mobilise or sign a contract with a commander whom he or she trusts. This is targeted recruitment.” A civilian analogy: when employers fight for the best students after they graduate,”

– explained the deputy head of the Ministry of Defence.

It will be possible to apply for mobilisation in two clicks.

“The next stage is an opportunity to apply for mobilisation in two clicks: ‘I want to become a drone operator’, ‘I want to become an artilleryman’, etc.”

– she said.

What is smart mobilisation?

Smart mobilisation provides for the possibility of a person liable for military service to choose a speciality in which they can join the army.

Citizens who want to be mobilised will be able to submit an application for the chosen speciality, have an interview with a recruiter, and take training tests.

It is planned to create conditions for passing interviews and tests to be recruited for service in the speciality of their choice.

It should be noted that the opportunity to choose a speciality and place of service actually already exists. Military vacancies can be found on the websites of some units, in the telegram channels LX ARMY and Lobby X, on the Facebook page of the Aerial Reconnaissance NGO, etc.

Earlier, the National Security and Defence Intelligence Committee considered all 16 areas of the draft law on mobilisation.

It was decided to discuss the main issue – demobilisation – during the consideration of amendments, not in the wording proposed by the government. This means that the current version does not have the support of the Committee.

Draft law on mobilisation

on 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without proposals from the relevant committee. It is expected to be voted on as a whole at the end of February, and the draft law may come into force in April.

The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting a demobilisation period of 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
