The prosecutor’s office has served a notice of suspicion to a deputy of a city council in Mykolaiv region of fraud on a large scale (part 3 of Article 27, part 4 of Article 190 of the Criminal Code of Ukraine). He imitated the destruction of a soybean batch as a result of shelling, thereby causing losses to one of the companies amounting to UAH 23 million. This was reported by the Office of the Prosecutor General, "Komersant Ukrainian" reports

According to the investigation, in 2022, one of the companies in Mykolaiv region entered into an international contract with a foreign firm for the supply of soybeans. A local council deputy from the banned political party OPFL decided to make money by organizing the company’s transshipment and loading of soybean grain, and promised to help with the accompanying and customs documents. For this purpose, he engaged a contractor organization under his control.

In February 2022, the company controlled by the suspect began loading a foreign vessel with soybeans at the port in Mykolaiv. After the beginning of the large-scale invasion of Russia through missile and artillery shelling of Mykolaiv, including the port territory, the loading of the vessel was stopped, and the crew, consisting of foreign citizens, was evacuated.

Taking advantage of the situation, the deputy unloaded some soybeans into a warehouse on the port territory. To conceal his criminal activity, he scattered missile fragments, imitating enemy shells hitting the warehouse and destroying the grain. Then he turned to the police to record the damage.

“In fact, the suspect disposed of the soybean grain at his own discretion, causing the company losses in the amount of UAH 23 million. The issue of choosing a measure of restraint against the city council member is currently being decided,” the Prosecutor General’s Office said.
