The Rada proposes to stop the transit of Russian oil through Ukraine

The Verkhovna Rada of Ukraine has registered a legislative initiative aimed at stopping the transit of Russian energy through Ukrainian territory during martial law. The bill, numbered 12380, was introduced by a group of 18 parliamentarians, "Komersant Ukrainian" reports.

The bill was authored by the European Solidarity opposition faction led by Petro Poroshenko.

Currently, the document is at the initial stage of the legislative process – it has been registered, but has not yet been submitted to the relevant committee of the Verkhovna Rada.

The text of the draft law is not yet available for public review on the official web portal of the Parliament.

The draft law provides for a direct ban on the transit of Russian oil through the territory of Ukraine by all types of transport infrastructure, including the Druzhba pipeline, said co-author Iryna Gerashchenko.

The Ukrainian government must develop a mechanism and schedule for the complete cessation of transit within three months of the law’s adoption.

Exceptions are possible only to fulfill international obligations or EU decisions.

The resolution obliges the government to develop and submit a plan to stop transit within 30 days of the adoption of the resolution; to assess the economic, social, and environmental consequences for Ukraine and submit a report; and to coordinate steps with international partners to avoid negative diplomatic or economic consequences.

The MPs also registered draft resolution No. 12381 with an appeal to the Cabinet of Ministers to take urgent measures to stop the transit of Russian oil in the interests of protecting Ukraine’s national security.

It is worth noting that Ukraine continues to transit Russian oil to European countries through the Druzhba pipeline under the current contract, which expires at the end of 2029.

As for the transit of Russian gas through the Ukrainian gas transportation system, it was terminated on January 1, 2025.
