Two more categories for deferral from mobilization were added to the Reserve

Two more categories of citizens who can apply for an online deferment from mobilization have been added to the Reserve application. The list includes military families with minor children and Ukrainians with temporary unfitness. This was reported by the press service of the Ministry of Defense, "Komersant Ukrainian" reports

“We continue to expand the number of deferrals in the Reserve application. Our goal is to make it possible to apply for all deferrals provided for by law in the application. And we are gradually moving towards this,” said Deputy Defense Minister Kateryna Chornohorenko.

What types of deferment can be applied for in the Reserve

The mobile application Reserve in Ukraine offers the possibility of applying for deferment from mobilization. This digital service greatly simplifies the procedure and allows citizens to avoid the need to personally visit territorial recruitment and social support centers (TSCs). The introduction of deferments through the app is part of the overall digitalization strategy in Ukraine aimed at facilitating access to public services.

Types of deferrals available in the app

1. Deferral for persons with disabilities. This feature was introduced in November 2024. It allows people with disabilities of the first, second or third group to get an online deferral without unnecessary procedures. The application automatically checks data against registers, which minimizes bureaucracy.

2. Deferment for students and postgraduates. Undergraduate and graduate students of full-time or dual enrollment can apply for a deferral. After technical issues were resolved in January 2025, this feature became available again. Student status is verified through educational registries, which ensures the speed of application processing.

3. Deferral for parents of large families. Parents of three or more children can also apply for a deferment through the Reserve. This feature is especially important for those who are unable to attend the TCC due to family obligations. Information on the number of children is verified through the relevant state registers.

Legal force of electronic documents

A deferment issued by the Reserve has the same legal force as a paper military registration document. This is enshrined in the resolution of the Cabinet of Ministers of Ukraine of May 2024. Government agencies are obliged to accept such documents on a par with traditional ones.

The application also contains a function of storing an electronic military document, which allows users to have it at hand at any time.

How to apply for a deferment through the Reserve

The application process is as simple as possible:

  • Authorization. Register or log in to the application using BankID or another electronic identification system.
  • Select the type of deferral. Select the appropriate category and fill out the application.
  • Data verification. The system automatically checks the information through state registers.
  • Receiving the result. After the application is reviewed, the user receives a notification of approval or refusal.

In addition, the application has a function to track the status of the application in real time.
