The “Reserve” now has a “VOS 999” mark — what does this mean?

In the Reserve app, many Ukrainians began to notice a new mark in their electronic military registration document — “VOS 999. Requires basic general military training.” This led to many questions on social media: does this mean a call to the TCC, is there anything that needs to be done, and will this affect mobilization? The Ministry of Defense of Ukraine explained what this mark means and whether conscripts should respond to it, according to "Komersant Ukrainian".
What does VOS-999 mean?
VOS-999 is a conditional military registration specialty assigned to conscripts who:
- have not completed military service
- have not undergone training
- do not have a military specialty.
This means that in the event of conscription, such a person must undergo basic military training (BMT).
The norm is defined by Order No. 317 of the Ministry of Defense and is based on the provisions of the Law of Ukraine “On Military Duty and Military Service.”
Why did this mark appear in the “Reserve”?
According to experts, the VOS-999 mark began to appear en masse around the fall of 2025.
This is due to the launch of the basic general military training (BGMT) system.
Initially, it applied to:
- men aged 18–25
- who had not previously served in the army.
However, many users also received this mark after the age of 25. This simply means that the person does not have a military specialty.

The Ministry of Defense emphasizes that if VOS-999 appears in the “Reserve,” no special action is required.
This mark
- is not a summons to the TSK
- is not a reason for a fine
- does not create restrictions for the person.
In fact, it is used by the state to keep track of the number of people who may need military training in the event of mobilization.
Is a paper military ID card valid?
Despite the launch of electronic military registration, paper military ID cards remain valid documents.
However, it is important that the information in them matches the data in the electronic register.
The electronic military registration document in the “Reserve” application was introduced by Cabinet of Ministers Resolution No. 559 in 2024.
The data in it is synchronized with the state military registration system “Oberig,” which is used to update information about conscripts.
