The service of paying a fine for failure to appear under a subpoena has been launched in “Reserve”: how it works

Today, on August 11, Reserve has the opportunity to pay a fine for failing to appear when summoned. This was reported by "Komersant Ukrainian" with reference to the press service of the Ministry of Defense of Ukraine.
After the fine is paid, the violation mark and the “red ribbon” in the app will disappear. However, this does not cancel the obligation of citizens to comply with the requirements of military registration. Therefore, people may continue to receive calls.
As explained by the agency, if a person is duly served with a summons – in person or by mail – he or she can be considered duly warned by the head of the TCC and JV about the consequences of failure to appear, as provided for in Articles 210, 210-1 of the Code of Ukraine on Administrative Offenses, as well as Articles 336, 337 of the Criminal Code of Ukraine. Systematic disregard of summonses will give rise to criminal liability and other legal restrictions.
When is a summons considered served?
A summons is considered served if it is:
- personally delivered by the TCC employees;
- sent by mail.
All information about the service is recorded in the Oberig register. If a person does not arrive at the specified time, this does not relieve him or her of the obligation to appear.
What if I did not know I had received a summons?
If you did not receive a summons, you need proof:
- a certificate from the post office about the absence of a shipment;
- a notice of impossibility of delivery.
With these documents, you can apply to the TCC to remove the violation.
What will happen to the “red ribbon” in the Reserve
After the fine is paid, the violation mark will disappear. If the fine is not paid, the red ribbon will remain.
Will I stop receiving summonses after payment?
No. Payment of a fine closes only one specific violation. The obligation to comply with the requirements of military registration remains, and you may continue to receive calls.
Criminal liability
If the summons is duly served, the person is warned of the consequences provided for:
- art. 210, 210-1 of the Code of Administrative Offenses (administrative fines),
- articles 336, 337 of the CCU (criminal liability).
Systematic disregard of calls to the TCC may lead to criminal prosecution.
Valid reasons for non-arrival
The law recognizes the following as valid reasons:
- natural disaster
- illness
- death of a relative;
- military operations.
In this case, you need to notify the TCC 3 days in advance and arrive in person within 7 days.
How to pay a fine to the Reserve
The algorithm is as follows:
- Download the Reserve application .
- In the “Online fines” section, submit an application for recognition of the violation.
- The TCC considers the application (up to 3 days) and sends a decision.
- Pay 50% of the fine (UAH 8,500) within 20 days.
If you miss the deadline:
- you will have to pay the full amount – UAH 17,000;
- after another 20 days, the amount will double to UAH 34,000.
Once you pay, the red ribbon will disappear, which usually takes up to 4 days.
What happens if you don’t pay the fine
After 40 days, the case is transferred to the executive service, which can lead to
- blocking of accounts
- seizure of property or vehicles;
- inclusion in the Unified Register of Debtors.
If the fine was paid offline
The information may not be immediately reflected in the Reserve. If you have a receipt, you do not need to pay the fine a second time.
You can pay without the Reserve
Yes, you can. To do this, you should submit a written application to the TCC and pay the fine at a bank or through other available services.
Payment through Reserve is an additional convenient tool that allows you to quickly close the issue without queues.
