Russia wants to return the death penalty

Russia has proposed to consider lifting the moratorium on the death penalty. This was reported by [Kommersant] with reference to the Interfax news agency.
The possibility of introducing the death penalty in some cases of crime was raised by the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin, during the International St Petersburg Legal Forum.
He mentioned the terrorist attack in Crocus City Hall and noted that under Soviet law, the death penalty was available for the murder of two or three people. Today, those accused of the terrorist attack receive life imprisonment.
Bastrykin believes that the large number of victims of the maniac, who killed 70-80-100 people, is the basis for the death penalty. He also noted that the moratorium on the death penalty could be cancelled by a simple presidential decree without the need to amend the Constitution. However, the head of the Constitutional Court, Valery Zorkin, said that the introduction of the death penalty is incompatible with the current Russian Constitution.
