On the night of November 9, the Ukrainian armed forces attacked the Voronezh region of the Russian Federation. Governor Alexander Gusev reported a fire at a “municipal facility,” which “led to a decision to suspend electricity supply to some areas” of the regional capital. Also, “for reasons of technological safety, measures were taken” that led to a decrease in the temperature of central heating in buildings, Gusev added, [Kommersant] reports.
The target of the Ukrainian Armed Forces’ strike was CHPP-1, which supplies four districts and a number of enterprises in Voronezh, Russian propaganda media write, having studied footage from the attack site and messages in city chats. Ukrainian monitoring outlets claim that the station was hit by missiles, one of which hit the heat generation building with turbines, and two others hit the boiler room, destroying its roof, exterior, and central part, where the main heating equipment is located.
The rocket attack on the evening of November 8 also damaged the power and heat supply systems in Belgorod, said the governor of the region, Vyacheslav Gladkov. He added that more than 20,000 residents of the village of Dubove, Belgorod district, had been left without electricity the day before. According to media reports, Ukrainian missiles hit the Promin thermal power plant, which remained the only thermal power plant in the regional capital after the Ukrainian Armed Forces destroyed gas turbines at the Belgorod thermal power plant. According to preliminary information, the attack on Promin damaged similar installations that produced electricity.
In addition, on the evening of November 8, a fire broke out at a power facility in Korenevo, Kursk Region, according to Governor Alexander Hinstein. According to him, as a result, 10 settlements with about 2,500 consumers were left without electricity. The head of the region added that the cause of the accident is being investigated. The fire was caused by Ukrainian drones hitting the substation.
Also on the morning of November 9, power went out in a number of districts of Taganrog, Rostov Region. The head of the city , Svetlana Kambulova, said it was due to an “emergency shutdown of a high-voltage line,” which she did not specify. Residents of the city reported hearing an explosion, and “then the power and water went out.” The incident occurred at a power substation on Sportivna Street near the Klever machine-building company, the Ministry of Emergency Situations said.
