The Verkhovna Rada is awaiting reports from Kubrakov and Nayyem, but the political decision to dismiss them has already been made

A decision has been made at the highest political level to dismiss Oleksandr Kubrakov, Deputy Prime Minister and Minister of Community, Territorial and Infrastructure Development of Ukraine, and Mustafa Masi Nayem, Head of the State Agency for the Restoration and Development of Infrastructure of Ukraine. This was reported to Komersant ukrainskyi https://www.komersant.info/ has learnt this from its own sources in the environment of the highest state leadership.

The dismissal of both officials was discussed on the sidelines earlier, but the final decision to dismiss them arose from the situation with the construction of inadequate protection at some important critical infrastructure facilities.

“It is obvious that the parliament will also support these two dismissals. In fact, the reason is not only the Tripoli and Zmiiv TPPs destroyed by the enemy. There is a much longer list of ‘claims’. The question remains who can take over as deputy prime minister instead of Kubrakov. This is indeed a problem,”

Another source also confirms this information, but emphasises that there is no replacement for Kubrakov.

“It is not a problem to fire Kubrakov. The problem is to find a replacement. There are even discussions on Bankova Street about whether to separate the direction of community and territorial development, which was added in 2022, from the ministry,”

The parliament is ready to consider the issue of Kubrakov and Nayem. A week ago, the Verkhovna Rada of Ukraine voted to summon Infrastructure Minister Oleksandr Kubrakov and Head of the State Agency for the Restoration and Development of Infrastructure Mustafa Nayem to a meeting to discuss the protection of critical infrastructure following Russia’s recent missile and drone attacks on such facilities.

“We invited them to the Verkhovna Rada to come and give a report on how the funds were spent on protecting our energy sector. And after that, we will make a decision. We need to hear what was done, how it was done and whether it was done correctly,”

Mykola Velychkovych, MP from the European Solidarity faction and member of the Verkhovna Rada Transport Committee, said that Kubrakov’s report had already been considered by the committee, but it was left without a decision and returned for revision.

“This week we had a report from Minister Kubrakov. The Committee refused to accept the report, or rather refused to vote on whether to accept or not to accept the report, and gave 2 weeks to finalise the materials on the report. We were also supposed to hear Nayem, but we postponed it because we didn’t have time to do it physically,”

The MP believes that Kubrakov will be dismissed from his post if the issue is put on the agenda.

“If such information is circulating, it means that there is dissatisfaction with their activities, with what has been done, in particular, to secure infrastructure facilities. I think if this issue is on the agenda, there is a chance that the minister will be dismissed,”

Mustafa Masi Nayyem: born on 28 June 1981 in Kabul, Afghanistan. He became known as a journalist and blogger. Member of the Verkhovna Rada of Ukraine of the VIII convocation.

Since 2019, he has worked as Deputy Director General of Ukroboronprom, and in 2021, he announced that he had been dismissed.

In August 2021, he became Deputy Minister of Infrastructure under Oleksandr Kubrakov. In 2022, he retained the post of deputy minister after the merger of the ministries of regional policy and infrastructure.

In 2023, it was Oleksandr Kubrakov who appointed Nayem as the head of the Agency for the Restoration and Development of Infrastructure of Ukraine, formed on the basis of the former Ukravtodor. After that, he automatically lost his position as deputy minister.
