There is a group of MPs in the Verkhovna Rada who work directly with the NABU and may be involved in provocations against other parliamentarians. Some of these individuals are well known in parliamentary circles, and their activities are regularly discussed informally among colleagues. This was revealed in an interview with the YouTube channel "Komersant Ukrainian" by Ukrainian MP Anna Skorokhod.
“I will not name names, but some of them are really well known. And they even run around there, trying to provoke someone,” she says.
Commenting on the issue of possible cooperation between individual parliamentarians and NABU, Skorokhod mentioned publications and recordings of conversations that had previously appeared in the public domain, in particular those concerning individual leaders of the parliamentary majority.
“We have repeatedly mentioned among our colleagues that Davyd Arakhamia works directly with NABU,” she added.
According to the MP, these are not isolated cases, but a fairly prominent group of people in parliament who, according to Skorokhod, have been identified among MPs.
“There are many of them. At least ten people have been identified, so to speak, among colleagues,” she added.
Who is a NABU whistleblower?
As is known, a person who meets the criteria of a whistleblower can become a “NABU agent.” In particular, the report must be made by a natural person (a citizen of Ukraine, a foreigner, a stateless person) who is convinced that the information is reliable.
“The information provided in the report must contain factual data confirming the possible commission by another person of a corruption or corruption-related offense, other violations of the law that can be verified. The information reported by the person became known to them in connection with their labor, professional, economic, public, or scientific activities, their service or training, or their participation in procedures required by law that are mandatory for the commencement of such activities, service, or training. If at least one of the above conditions is not met, the person cannot be considered a whistleblower,” according to the explanation on the NACP website.
The maximum reward for a whistleblower in Ukraine is 10% of the subject of the corruption offense, but not more than 3,000 minimum wages at the time of the offense.
In 2023, the High Anti-Corruption Court awarded Yevhen Shevchenko, a freelance agent of the National Anti-Corruption Bureau of Ukraine (NABU), approximately UAH 13.3 million in remuneration for exposing an attempt to bribe the head of the Specialized Anti-Corruption Prosecutor’s Office (SAPO) for $6 million in 2020.
