Popenko sees the Supervisory Board’s resistance to the appointed audit as the reason for the dismissal of Ukrenergo’s management

Energy expert Oleh Popenko has sharply criticized the actions of the Supervisory Board of NPC Ukrenergo after the dismissal of the company’s entire management. According to him, such decisions look illogical and even dangerous in the context of war and energy crisis. He said this in a commentary to
“It is absolutely abnormal when a strategic company responsible for the energy security of the state is actually left without leadership at a critical time. We have winter ahead, the risks of blackouts, and at this time foreign members of the Supervisory Board are making a decision that jeopardizes the stability of the power system,” Popenko said.
He emphasized that the dismissal process took place behind the scenes, without transparent explanations and in violation of basic corporate norms:
“First, a new CEO was selected for eight months, unanimously voted in favor of his appointment, and then he was dismissed a few months later. And they do it behind closed doors, even without audio recording of the meeting. This is complete absurdity and devaluation of the very idea of corporate reform in Ukraine,” he added.
Popenko also does not rule out that the dismissal may be due to the fact that the new management has started to clean up the company and initiated an audit. This, in his opinion, could have affected the interests of individuals and structures that have long influenced Ukrenergo’s activities.
I have the impression that Zaichenko was removed precisely because of his attempts to really change the situation and counteract the schemes. And because he started to really put things in order there and did not allow these Supervisory Boards to steal money. He also got to the bottom of Kudrytsky’s affairs. This raises the question: whose interests are the members of the Supervisory Board defending? Because their actions leave the country without the leadership of a key enterprise at the most dangerous time. This is absolutely unacceptable. And in this situation, I appeal to all law enforcement agencies to pay attention to this,” the expert summarized.

Reacting to this, Oleksiy Kucherenko, a member of the Verkhovna Rada’s Energy Committee, harshly criticized the actions of the members of Ukrenergo’s Supervisory Board.

The Ministry of Energy has already announced an urgent meeting with the Supervisory Board to discuss the situation.
Vitaliy Zaichenko was appointed Chairman of the Board in June 2025, when all seven members of the Supervisory Board voted for his candidacy. Prior to that, he worked as the company’s chief dispatcher, managing Ukraine’s energy infrastructure.
