The head of the European Union Delegation to Ukraine, Katarina Mathernova, confirmed that the Russian army struck the building of the Cabinet of Ministers of Ukraine with an Iskander ballistic missile during a night attack on September 7, "Komersant Ukrainian" reports.
According to her, the attack was deliberate and aimed at the vital arteries of the state – government institutions and energy infrastructure.

“I saw it with my own eyes: Putin knows exactly what he is doing. The Iskander ballistic missile that hit the Cabinet of Ministers was aimed at the heart of the Ukrainian government,” Mathernova wrote on Facebook.
During a visit to the damaged building with Ukrainian government officials and representatives of the diplomatic corps, the EU ambassador saw the missile debris and shrapnel from the cluster munition. She emphasized that the warhead did not detonate, otherwise the consequences would have been catastrophic.

According to Defense Express, a 9M727 cruise missile from the Iskander-K system weighing 450 kg hit the Cabinet of Ministers building.

The fire on the upper floors was caused by the ignition of fuel from the missile’s tanks.
“Now is the time for unity. Now is the time for allies to act, to significantly increase pressure on Russia and give Ukraine everything it needs to defend its skies. Anything less will only inspire the Kremlin to continue its bloody terror,” the diplomat emphasized.

Mathernova also said that three thermal power plants were seriously damaged that night, including the Trypillia power plant, which provides heat to a third of Kyiv.
