UDO purchased three special off-road vehicles for UAH 8.8 million without competition: what is known about the contractor

The State Protection Department of Ukraine (UDO), which reports to the President, has purchased three specialized off-road vehicles for a total of UAH 8.82 million. This is stated in the Prozorro public procurement system, "Komersant Ukrainian" reports.
What cars were purchased
According to the procurement, three special-purpose vehicles SCSTPR-PS, manufactured by Spets-Kom-Service on the basis of the Toyota Land Cruiser Prado 2.8 L 8AT, model year 2025, will be delivered to Kyiv this year.
The cost of one vehicle is UAH 2.94 million.
The vehicles will have all-wheel drive, a 2.8-liter diesel engine and an eight-speed automatic transmission. Standard features include security systems, a rearview camera, climate control, and cruise control.
Additional and special equipment
The package includes both household and specialized equipment, including:
- protective film, winter tires, engine and transmission protection
- signal and loudspeaker device
- flashing beacons;
- radio training;
- a protective radiator mesh.
However, according to the journalists‘ analysis, the technical specifications indicate the basic Elegance trim, which has minimal additional options, including heating only the part of the windshield where the wipers are located. More expensive trims have full heating.
For comparison, in dealerships, Prado in the Elegance configuration costs UAH 2.46 million in Ukraine or UAH 2.55 million on order – excluding special equipment, which may partially explain the difference in price.
How the tender was held
Grand Motor LLC, registered in Khmelnytskyi, was the only participant in the open tender and automatically won.
The company is owned by Tetiana Dereshuk and Maria Hvozdova, who used to head the Krasyliv City Council. The company was founded in 2006 by Mykhailo Hvozdev, a former MP from the Petro Poroshenko Bloc.
Previous procurements
This is not the first major procurement of vehicles for the Parole Office this year.
on June 24, the department ordered two cars from Atlant Automobile House LLC for UAH 3.47 million each, for a total of UAH 6.94 million.
