Ukraine attacked the port of Primorsk on the Baltic Sea and an oil refinery with a thermal power plant in the Nizhny Novgorod region: what are the consequences

On the night of April 4, the Ukrainian Armed Forces attacked facilities in Russia’s fuel and energy sector. In the Leningrad Region, drones struck Primorsk—one of the largest export ports on the Baltic Sea—according to regional governor Alexander Drozdov.
This was reported by "Komersant Ukrainian", citing Russian propaganda media.
He initially reported damage to a section of the oil pipeline near the terminal, specifying that “a controlled burn is taking place from the blocked pipe,” but later stated that the main pipeline was not damaged—“the leakage of flammable materials occurred due to shrapnel hitting one of the fuel tanks.” According to Drozdov, a total of 19 drones were destroyed over the region.
On April 3, Reuters sources reported that Primorsk and another major export port on the Baltic Sea—Ust-Luga, which was attacked at least five times in the last ten days of March—have not been accepting petroleum products from Russian refineries for the past two weeks.
In Primorsk, satellite images show that 40% of the oil storage capacity—eight tanks with a capacity of 50,000 cubic meters each—has been destroyed. In total, the port, which is capable of exporting 1 million barrels daily (nearly 1% of global consumption), has 14 oil storage tanks and four diesel tanks. Last year, Primorsk exported 16.8 million tons of petroleum products, while Ust-Luga exported 32.9 million tons.
Also, on the night of April 5, 30 drones attacked an industrial zone in the Kstivsky District of the Nizhny Novgorod Region, Governor Gleb Nikitin reported. He stated that as a result of “falling debris,” two facilities at the Lukoil-Nizhegorodnaftorgsintez oil refinery were damaged, and a fire broke out there.
The facility, with a capacity of 17 million tons per year, is one of Russia’s largest oil refineries, ranking second in gasoline production. It supplies the Moscow region, which accounts for about 30% of the country’s fuel consumption. The Ukrainian Armed Forces had previously struck the facility in November 2025.
In addition, according to Nikitin, the drone attack damaged the Novogorkovskaya Thermal Power Plant, as well as several residential buildings. Part of the region was left without electricity. No people were injured.
