Ukraine is preparing for the EU audit: The Accounting Chamber analyzes the state of public administration reform

The Accounting Chamber of Ukraine has announced the launch of a control event on “Public Administration Reform: the State of the Government’s Response to the Assessment of Compliance with the Principles of Public Administration”. This is reported by "Komersant Ukrainian" with reference to information from the agency.

This audit is of strategic importance, as the effectiveness of public administration is one of the key criteria for Ukraine’s further progress towards EU membership.

What are the Principles of Public Administration?

The Principles of Public Administration are a set of fundamental ideas, standards and criteria that define what a modern public administration system should look like. They cover six areas: strategic planning, policy development, civil service and human resources management, administrative service delivery, public finance management, and public accountability.

These principles are based on the EU acquis, international standards and best practices of EU member states. They were developed by the SIGMA Program, a joint initiative of the European Commission and the OECD. The last assessment of the Ukrainian governance system’s compliance with these principles was conducted in 2023, when experts pointed out a number of problems: from fragmented strategic planning to weak institutional capacity of individual ministries.

What the auditors will check

The purpose of the current audit is to find out to what extent the Cabinet of Ministers of Ukraine has taken into account previous recommendations and whether systematic work is being done to prepare for the next SIGMA assessment. In particular, the auditors will check

  • the existence of an action plan to implement the recommendations;
  • the actual state of implementation of this plan;
  • interaction of government agencies with international partners;
  • the readiness of key ministries to conduct a new assessment.

Who conducts the audit

The control measure is being carried out by specialists of the Department of Control (Audit) in the field of public functions, digital transformation, state property management and economic protection. Kyrylo Klymenko, a member of the Accounting Chamber, has been appointed as the person responsible for the audit. He emphasized that the purpose of the event is not only to identify problems, but also to formulate practical recommendations to improve the quality of public administration.

Expected results

The audit report is expected to be submitted to the Accounting Chamber in December 2025. It is expected that its results will help the Government to increase the level of institutional capacity, ensure transparency and accountability of public administration, and bring the Ukrainian governance system closer to European standards.

This audit is seen as an important step on the path of Ukraine’s integration into the EU, as it will allow for timely identification of weaknesses and adaptation of the governance system to the requirements of candidate countries.
