Ukraine is preparing for winter: the government approved the plan for the heating season 2025-2026

The Cabinet of Ministers of Ukraine has approved a comprehensive plan of preparation for the 2025-2026 heating season. The decision was made on 11 June, the government portal reported , "Komersant Ukrainian" reports.

The document covers the repair and restoration of energy infrastructure, preparation of heat supply systems, housing and social facilities.

A separate block of the plan provides for the accumulation of necessary fuel and materials, as well as coordination of actions at the level of central and local authorities.

“The implementation of this plan will strengthen the energy security of the state and better prepare communities for the challenges of the winter period,” the government said.

Heating season 2024-2025: how Ukraine passed the period

Successful passage of the season

– Despite intensive missile and drone strikes from the Russian Federation, there were no critical shutdowns. According to the Ministry of Energy, the system worked stably and “we are passing the season calmly”.

– The absence of large-scale accidents avoided a catastrophe, although there were localized accidents in the regions, particularly Kharkiv and Odessa.

Fuel security is an advantage of Ukrainian gas

– For the first time Ukraine passed the heating season solely on its own gas, having achieved full energy independence.

– As of January 31, more than 10 billion m³ of gas was stored in storage – enough for the needs of the winter.

Restoration of energy infrastructure

– Much of the damaged power generation capacity was immediately restored.

– At the end of 2024, more than 1.5 thousand MW of capacity was reconstructed with the restoration of decentralized generation (solar, diesel generators).

The power supply held, but there were localized challenges

– Although forecasts warned of possible 20-hour outages, successful forecasts and preparations helped avoid widespread outages.

– The power system was supported by electricity imports from the EU (over 2.1 GW of start-up capacity, imports amounted to up to 4.4 million MWh).

Regional problems in heating

– Some cities – Krivoy Rog, Kharkiv, Odessa, Mykolaiv – remained at risk due to the destruction of heating lines and centers. Ukrenergo and local authorities responded promptly.

– As of November, more than 58% of boiler houses were connected, which provided heat to 30% of housing and 60% of social facilities.

Tariffs remain unchanged

– The government fixed tariffs for heat, electricity and gas for the population until the end of the season – gas at 7.96 UAH/m³, electricity – 2.64 UAH/kWh.

– About UAH 50 bln has been allocated to support subsidies (~3 mln households).
