In the face of blackouts, consumption limits and tariff hikes, there is growing speculation that Ukraine is exporting electricity to Europe. Oleh Popenko, chairman of the Union of Consumers of Public Utilities and an expert in the housing and utilities sector, categorically denied this allegation in an exclusive comment to Kommersant Ukrainsky .

“Today, there is no electricity export from Ukraine. It can be, but rarely and in small volumes,” he said,

– he said.

According to Popenko, due to the integration of Ukraine’s energy system with the European one, there are so-called physical flows of electricity across the border, but they cannot be considered exports.

“Physical flows are necessary to maintain the stable operation of the power system. For example, electricity can flow from Chernivtsi region to Romania and then return to Odesa region again,” the expert explained,

– the expert explained.

Popenko stressed that Ukraine has no long-term export commitments, but there are contracts under which electricity can be sold abroad in case of surplus.

“The last time some small amounts of electricity were exported was a few months ago. Larger-scale exports took place last autumn,”

– said the head of the Union of Consumers of Public Utilities.

Ukrenergo has been consistently reporting no electricity exports abroad lately. Instead, information is spreading on the network that exports are taking place all the time, and Rinat Akhmetov’s DTEK energy generating company is making profits from this while Ukrainians are without electricity.
