Ukraine updates regulation of bus stations: what you need to know

The Ministry of Communities and Territories Development of Ukraine (formerly the Ministry of Infrastructure of Ukraine) has announced the creation of an official list of bus stations, which will be the basis for their legal operation and provision of services to both carriers and passengers.

The innovation will come into force in November 2024, the press service of the Ministry of Reconstruction reported, according to [Kommersant].

According to the updated government decree, a public register of bus stations will be created in Ukraine. The list will be compiled on an application basis, which is a radical change from the licensing system that was in place until 2020.

Under the new mechanism, interregional and international bus routes must start and end at officially recognised bus stations. Carriers must confirm that these bus stations are legally operating. Only those bus stations that are included in the list will be able to be indicated in the traffic plans.

“Establishing the operation of bus stations is an important step towards qualitative changes in passenger transport. It is important that bus stations are comfortable and convenient for those who use their services. The first step in solving problems in this area is to create a publicly available list of bus stations, i.e. a state-verified network of bus stations. Together with them, we will work on service standards for both passengers and carriers,” said Serhiy Derkach, Deputy Minister of Communities and Territories Development.

The owners of bus stations will be able to update information about their facilities through an electronic form, which will include details on the number of platforms, ticket offices and tariffs. All data will be automatically checked against other registers to ensure their accuracy and relevance.

According to the press service, this new mechanism will make it possible to clearly identify those responsible for providing services at bus stations and quickly resolve conflicts between passengers, carriers and owners of bus stations.
