Ukraine adopts European standards for industrial pollution control

The law “On Integrated Prevention and Control of Industrial Pollution” has come into force in Ukraine, changing approaches to environmental regulation of industry and bringing Ukrainian legislation closer to EU standards.
This was reported by the Ministry of Economy, Environment and Agriculture, "Komersant Ukrainian" reports.
What is changing?
- The law implements the provisions of Directive 2010/75/EU on industrial emissions.
- Instead of three separate permits (for water use, atmospheric emissions and waste management), companies will receive one integrated environmental permit.
- All permitting procedures will be available online through the Unified State Register of Integrated Environmental Permits.
- A digital platform has been created within the EcoSystem electronic system for issuing permits.
Transition period
- New industrial facilities (which have not yet been put into operation) will operate only according to the new standards.
- Existing enterprises have 4 years to adapt.
- Until they receive a comprehensive permit, they can continue to process traditional documents:
- air emission permits;
- special water use;
- waste management operations.
Business support
To ensure the effective implementation of the new system, the Ministry, together with GIZ, is organizing a series of training sessions for business representatives. The first training is scheduled for August 25, 2025.
In July, the Cabinet of Ministers of Ukraine approved a document that establishes uniform requirements for the form and content of an application for an integrated permit.
