Ukraine creates an official register of online sellers of alcohol and tobacco products

on October 22, the Government approved the Procedure for creating and maintaining the Register of website addresses of licensees selling excisable goods: alcohol and tobacco products through electronic platforms.

This was reported by "Komersant Ukrainian" with reference to the Ministry of Finance.

The introduction of the registry is aimed at creating a transparent mechanism for controlling online sales of excisable goods, including beer (except for non-alcoholic), alcoholic and low-alcohol beverages, tobacco products, e-cigarettes, e-liquids and devices for the consumption of tobacco products without combustion.

The new tool will allow to

  • protect consumers from illegal and counterfeit products;
  • ensure equal and transparent conditions for legal licensees;
  • strengthen state control over electronic trade in excisable goods.

The register will become a single state open data base with a list of websites of legal online sellers of excisable goods.

It will contain information on business entities that have received a license, website address, date of issue and validity of the license.

The register will be maintained by the State Tax Service of Ukraine (STS). It will be responsible for entering and updating information on websites and accepting data from licensees through the Electronic Payer’s Account.

The registry data will be publicly available – citizens will be able to view it on the official STS portal.

It is noted that the registry will become a guarantee of security for consumers: everyone will be able to check whether an online store is a legal seller of alcohol or tobacco products and avoid the risk of buying counterfeit goods.
