The memorandum was signed in Kyiv with the participation of high-ranking officials of both countries.
It is planned to jointly produce unmanned aerial vehicles (UAVs) and components for them, ammunition, electronic warfare equipment, as well as introduce the latest technologies that can increase the effectiveness of the Ukrainian military on the battlefield.
Minister Umerov expressed his gratitude to his Lithuanian counterpart Laurinas Kasciunas for his support and personal contribution to strengthening Ukraine’s military capabilities.
“I am sincerely grateful to Lithuania and personally to Mr. Kasciunas for their comprehensive support of Ukraine. Lithuania is our true friend, which helps us diplomatically, economically and, most importantly, militarily.”

In addition to signing the memorandum, the parties discussed further steps to deepen cooperation in the defense sector. One of the key issues was the plans for 2025, which envisage an increase in military assistance to Ukraine.
Ukrainian intelligence representatives also shared with their Lithuanian partners up-to-date information on the situation at the front, including the enemy’s plans for the fall and winter.
Umerov emphasized that Ukraine faces new challenges due to the assistance Russia receives from dictatorial regimes, including the supply of manpower from North Korea. However, the minister expressed confidence that with such reliable partners as Lithuania, Ukraine will be able to overcome the aggressor.
