Ukraine and Russia may have reached an energy truce: details of the agreement

Russia and Ukraine may have agreed on a mutual ceasefire regarding energy infrastructure, according to military bloggers and Russian propaganda media, reports "Komersant Ukrainian".

“There’s info that starting at 7 a.m. today, the Russian Armed Forces have banned firing on… any infrastructure facilities throughout Ukraine,” blogger Vladimir Romanov wrote. According to him, a similar ban applies to “any facilities in Kyiv and the Kyiv region.”

In turn, the Ukrainian channel Supernova reported that “there is a similar order from Ukraine — not to strike at Russian energy infrastructure facilities.”

According to the Financial Times, the possibility of an energy truce was to be discussed at trilateral talks involving the US in Abu Dhabi on January 23-24. The talks focused on stopping attacks on Ukrainian energy infrastructure in exchange for Kyiv’s refusal to attack Russian oil facilities and tankers.

The Belarusian Security Forces channel wrote that its “verified sources” had confirmed that “in Abu Dhabi, the parties agreed on a temporary moratorium on strikes against energy facilities.” According to its information, a number of Russian units had already received the corresponding “verbal” order, but so far “not everyone is aware of this.”

Officially, neither side has announced an energy truce. However, in December 2025, Ukrainian President Volodymyr Zelensky proposed such an agreement to Russia. The Kremlin responded with a refusal, stating that its goal was “sustainable, guaranteed, long-term peace” rather than temporary measures.

In the spring of 2025, a 30-day moratorium on attacks on energy facilities was already in effect, introduced after negotiations between Donald Trump and Vladimir Putin. However, it did not lead to a sustainable de-escalation: Kyiv accused Russia of continuing its attacks, while Moscow accused Ukraine of striking energy facilities.

Russia’s preparations for new strikes

A few days ago, the Main Intelligence Directorate of the Ukrainian Ministry of Defense reported that Russia was considering options for strikes on nuclear power plant substations to force Ukraine to sign capitulation demands after the end of the war.

According to intelligence reports, the Kremlin plans to leave Ukrainians completely without electricity and heat.

President Volodymyr Zelensky also said over the weekend that Ukrainian intelligence has information about Russia’s preparations for new strikes on Ukraine’s energy sector and infrastructure.
