Ukraine and Romania sign a new agreement: what will they work on

Ukraine has signed an agreement with Romania on cooperation in preventing, limiting and mitigating the consequences of emergencies. This was reported by "Komersant Ukrainian" with reference to the statement of the Minister of Internal Affairs of Ukraine Ihor Klymenko.

According to him, the agreement provides for active cooperation between the Ministries of Internal Affairs of both countries. Klymenko noted that the fire and rescue agencies of the two countries will respond more quickly to requests for assistance and work together to prevent emergencies.

“Ukrainian rescuers have invaluable experience in working in extremely difficult conditions. And despite the full-scale war, Ukraine is always ready to lend a friendly shoulder in the field of civil protection,” Klymenko said.

The head of the ministry noted that the Ukrainian side is primarily interested in the experience of the Romanian system of alerting the population about threats RO-Alert.

The RO-ALERT system allows sending Cell Broadcast messages to warn and notify citizens in the event of an emergency, in accordance with legal provisions.

RO-ALERT is used in circumstances where the life and health of citizens are at risk, such as extreme weather, ominous flooding, terrorist attacks or other situations that may endanger the life of the community.

The RO-ALERT system is implemented in Romania by the Ministry of Interior through the General Inspectorate for Emergency Situations (IGSU) and technical support provided by the Special Telecommunications Service, in accordance with the Emergency Decree no. 72 of 5 October 2017.

In addition, the cooperation agreement between the two agencies provides for the deployment of specialists from the SES of Ukraine to Romania to study the system in more detail and conduct joint training.
