Ukraine introduces digital “dictionary” of construction materials to automate estimates and increase transparency

Vice Prime Minister for Reconstruction and Minister of Community and Territorial Development Oleksiy Kuleba has signed an order approving the construction products codifier, a single digital reference book that standardizes the names and characteristics of materials. This was reported by the Ministry of Development, "Komersant Ukrainian" reports.

What is known

According to the Ministry of Development, each material receives a unique code and a detailed description. This allows to automate calculations, improve the accuracy of estimates and reduce the number of technical errors in construction. From now on, manufacturers, customers, contractors, and government agencies will be able to use the same names and codes at all stages: from production and design to tenders and progress reports.

The Code is part of the reform

The Code is part of the reform to streamline the cost of construction under martial law and provides for the gradual updating of data through the Unified State Electronic System in the Field of Construction (USESC). The minister emphasized that the lack of a unified classification had previously complicated the industry’s work, as the same material could be specified in different ways, which limited the ability to automate price analysis and data comparison.

For customers, the new codifier simplifies the analysis of estimates and minimizes the risk of overestimation. For designers and contractors, it automates the preparation of documentation, contract prices, and certificates of completion. For manufacturers, it creates transparent conditions for declaring products on the market and equal conditions for competition.

The Ministry of Development reminded that as of January 1, 2026, the old DSTUs will lose their validity and will be replaced by the European standards DSTU-EN, which have already been taken into account in the codifier. The basic principle is that products with identical parameters will receive one unique code, which should ensure uniformity and transparency at all stages of construction.
