Ukraine is serious about producing its own chips

Ukraine is officially starting the race for chips – the Ministry of Digital Transformation has signed a memorandum of cooperation with the National Semiconductor Association, "Komersant Ukrainian" reports, citing the Ministry of Digital Transformation. In the long run, this should be the first step toward creating a full-fledged chip manufacturing industry in the country.
“The development of its own chip production will help Ukraine reduce its dependence on foreign markets, strengthen its own production, and consolidate its status as an important player in the global innovation market,”
– the Ministry of Digital Transformation explains.

What does the memorandum envisage?
Cooperation with the association includes
- implementation of Ukrainian scientific developments in production;
- participation in international initiatives;
- support for startups and access to financing;
- assistance to companies in entering global markets;
- creation of new training programs and training of specialists;
- strengthening cybersecurity in technological production.
All of this is part of WINWIN’s large-scale digital strategy plan until 2030.
Where Ukraine is heading: a possible scenario for the chip industry
According to an analytical report by the Ministry of Digital Transformation, Ukraine is preparing its own development model, adapting the experience of leading players such as the US, EU, South Korea, and India. Instead of copying other people’s solutions, the state plans to combine several strategies:
- Like the EU, focus on technological autonomy to be less dependent on foreign imports in critical sectors.
- Like the UK – to rely on niche technologies where Ukraine already has or can quickly develop expertise (sensors, military electronics, IoT).
- Like India – to make a “technological leap” by investing in modern areas immediately, bypassing expensive intermediate stages.
“Ukraine can become a designer, not just a manufacturer. It can create chips, design, protect intellectual property, and sell them on the global market,”
– the analytical report of the Ministry of Digital Transformation states.
The chip market is one of the most dynamic in the world. By 2032, its volume will reach more than $2 trillion. In today’s world, domestic chip production definitely brings the country to a new technological level and opens up a number of opportunities for the national economy. According to an analytical report by the Ministry of Digital Transformation, Ukraine is currently focusing on preparing legislation to launch the industry. So, it is at the very beginning.
