Ukraine is building fuel defense: what the Ministry of Energy is preparing

The Ministry of Energy of Ukraine has announced the development of a set of steps aimed at ensuring uninterrupted fuel supplies in times of war and increased risks to critical energy infrastructure. This is stated in a statement by the Ministry, "Komersant Ukrainian" reports.
What happened
Under the chairmanship of Deputy Energy Minister Mykola Kolisnyk, a meeting was held at which representatives of relevant ministries, the customs service, Ukrzaliznytsia, Naftogaz, Ukrtransnafta, Ukrnafta, and private traders discussed how to prevent a possible fuel shortage in the domestic market.
They discussed creating reserves of petroleum products, diversifying import routes, and creating backup logistics routes in case of damage to maritime or border infrastructure.
According to the Energy Ministry, Russia is stepping up hybrid pressure, trying to destabilize fuel supplies by attacking port facilities and restricting traffic in neighboring markets. The fuel sector, which has become critical for Ukraine’s defense and economy, is completely dependent on imported supplies since the outbreak of a full-scale war.
Given the persistence of high risks, the Ukrainian government is seeking to strengthen its defense system to avoid a repeat of the fuel crises the country already experienced in 2022.
What solutions are being prepared
As a result of the meeting, a number of proposals were developed to be implemented in regulatory documents.
These include:
- creating additional fuel reserves;
- creation of alternative logistics corridors;
- coordination with international partners;
- increasing requirements for defense and security measures for energy facilities.
The government is trying to create a system of multi-level protection of energy infrastructure, which is becoming one of the main targets of Russian attacks in winter.
