Ukraine launches housing vouchers for IDPs: government prepares payment mechanism and plans to expand program

The Ministry of Communities and Territories Development is preparing to define a mechanism for paying housing vouchers to internally displaced persons (IDPs). The first phase of the program, aimed at supporting families whose homes remained in the temporarily occupied territories, will start on December 1, the government said. This is reported by the Government portal, "Komersant Ukrainian" reports.
What does the voucher provide for?
A housing voucher for UAH 2 million can be used in several ways:
- buying an apartment or house
- investing in housing construction;
- payment of the down payment on a mortgage;
- repayment of an existing mortgage loan.
The voucher is valid for five years from the date of receipt. After the purchase of a home, there will be a five-year ban on its alienation, which should prevent speculation and ensure the targeted use of funds.
Who will get access first
The government is launching the program in stages. At the first stage, IDPs from the temporarily occupied territories who have the status of a combatant or a disability due to war will be able to apply through the Diia app.
Prime Minister Yulia Svyrydenko said that the government is working on expanding the program to other categories of displaced persons:
“Our goal is to give access to housing to as many Ukrainian families as possible who have lost their homes because of the war.”
The launch of the vouchers takes place against the backdrop of a number of other housing initiatives
In December, applications for compensation for lost housing in the temporarily occupied territories will be accepted.
At the same time, the Ministry of Development has announced a call for communities to participate in a pilot project to create a Municipal Rental Housing Fund. Up to 50 communities are planned to join the pilot with the support of the European Investment Bank.
In the coming weeks, the government is to approve a detailed mechanism for implementing and monitoring the voucher program. Its scale may increase after it is expanded to other IDP groups, which will allow it to cover a much larger proportion of people who have lost their homes as a result of Russian aggression.
