During martial law, Ukrainian state-owned airports have retained their staff and remain in a state of operational readiness. This was announced in an official response to a request from "Komersant Ukrainian" by Deputy Minister of Communities and Territories Development of Ukraine Sergiy Derkach.

“State-owned airports are taking consistent measures to retain qualified personnel, which demonstrates the stability of the personnel policy of enterprises and a responsible attitude to social guarantees for employees. The number of employees has been maintained in the amount sufficient to maintain the operational readiness of the airports,” said Serhii Derkach.

According to the Ministry, no employees were dis missed – all dismissals were initiated by the employees themselves or by mutual agreement of the parties.

“There have been no redundancies or optimization of the organizational structure of enterprises. Most employees are in forced downtime, mobilized or on unpaid leave,” the agency said.

At the same time, there are no wage arrears. Payment for downtime is made in accordance with the law – at the rate of two-thirds of the employee’s salary.

When will airports resume operations?

As for the prospects of resuming flights, the Ministry emphasizes that the decision will be made only after an adequate level of civil aviation safety is ensured.

“The issue of resuming airport operations will be considered after the implementation of measures that will ensure an acceptable level of civil aviation safety, as well as depending on the state of the infrastructure, terminal capacity, runways and availability of qualified personnel,” said Derkach.

The Ministry of Development also reported that airports are in touch with airlines to promptly resume cooperation in the event of airspace reopening. The staff undergoes periodic training at certified training centers, and airport services undergo inspections in accordance with applicable regulations.

“Airports keep in constant touch with airlines as strategic partners, in particular in terms of updating contracts and resolving related commercial issues in case of a decision to resume operations,” emphasized Sergii Derkach.

According to the Ministry of Economic Development, the Ministry currently manages two state-owned airports – Boryspil and Lviv Danylo Halytskyi. Other Ukrainian airports are in municipal ownership.
