Ukrainian banks have filed a record 100 thousand lawsuits against debtors: who sues the most and why

Ukrainian banks have sharply stepped up court debt collection: according to the State Judicial Administration, in 2025, banks filed a record 100,434 lawsuits against debtors. This is almost 1.5 times more than in the same period last year, and the highest figure in the last seven years. This is reported by "Komersant Ukrainian" with reference to data from Opendatabot.
In total, banks have filed more than half a million lawsuits since 2019.

100 thousand claims per year – a new historical high
In 2025, banks filed 100,434 lawsuits against debtors, which is a record for the entire period since 2019. For comparison:
- 2024 – 84,261 lawsuits
- 2023 – 91,691
- 2022 – 47,866
- 2021 – 85,570
In total, banks have filed 511,865 lawsuits since 2019.

Who sues the most: Mono, Privatbank and A-Bank are the leaders
Three banks will account for more than 70% of all lawsuits in 2025:

This creates a new trend: banks with the largest consumer loan portfolios are the first on the list of plaintiffs.
Dynamics: who increased the number of claims the most
In 2025, the number of claims increased significantly for almost all large banks, but several players showed record growth:
- Tascombank – 3.5 times increase
- PrivatBank – 1.8 times
- Kredobank – 1.7 times
- A-Bank – 1.6 times
- Sens Bank – 1.6 times
This indicates a systemic review of credit policies and intensified efforts to collect bad debts.

Those who reduced the number of claims
Some banks have drastically reduced the number of lawsuits:
- Unex Bank – 4 times less
- Credit Agricole – by 2 times less
- Ukrgasbank – by half
The reasons may vary from restructuring portfolios to reorientation to less risky segments.
Seven-year rating: Privatbank is the absolute record holder
Between 2019 and 2025, banks filed more than half a million lawsuits, of which

Updated top 20: who entered for the first time
In 2025, the ranking of the most “litigious” banks has changed:
- Radabank and Bank Alliance are new players in the top
- Accordbank and Unex Bank dropped out
This indicates a reformatting of the market and a change in approaches to dealing with non-performing loans.
