The National Commission for the Regulation of Electronic Communications has held an auction for new radio frequencies for mobile operators in the 2100/2300/2600 bands. This was reported on the regulator’s website, "Komersant Ukrainian" reports.

The bidders – mobile operators Kyivstar, VF Ukraine and Lifecell – received additional frequency resources and declared their readiness to use them effectively for 15 years, providing quality services to their subscribers. A total of UAH 2,894,733,500 will be paid for the acquired licenses to use the radio frequency spectrum.

Who exactly bought what and why

A total of 5 lots were put up for auction: two were purchased by Kyivstar and VF Ukraine, and one was purchased by Lifecell.

PrJSC Kyivstar won the “voice” auction for licenses to use the radio frequency spectrum in the radio frequency bands 1940-1945/2130-2135 MHz and 2355-2395 MHz;

PJSC “VF Ukraine” – the winner of the “voice” bidding for licenses for the use of radio frequency spectrum in the radio frequency bands 1945-1950/2135-2140 MHz; 2575-2610 MHz;

Lifecell LLC – the winner of the “voice” bidding for licenses for the use of radio frequency spectrum in the radio frequency bands 1935-1940/2125-2130 MHz.

After paying the cost of the licenses purchased at the auction to the State Budget of Ukraine, the winners of the auction will be able to start actively building their networks at new frequencies and expanding the capacity of communication channels, which will provide subscribers with higher quality services.

Why this auction is so important

As you know, the state will receive UAH 2.9 billion for the licenses sold, but that’s not all. As Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, explains, this is only the beginning, as after paying the cost of the licenses purchased at the auction to the state budget, the winners will begin to actively build their networks on the acquired frequencies, which will mean additional capital investments in equipment and network construction, relevant jobs and, as a result, additional tax revenues for the state.

Danylo Hetmantsev also drew attention to the fact that the frequency auction is the second example of transparent sale of large state assets in 2 months – after the privatization of the United Mining and Chemical Company.

It is also a vivid example of the fact that despite the war and other related circumstances, the state is able to effectively and transparently manage state resources, providing significant revenues to the state budget, and big business is ready to continue investing in the development of our country.
