Ukrainian private companies will be able to produce car number plates

The Ministry of Internal Affairs has allowed private companies to produce car licence plates. This was reported by the press service of the Ministry of Internal Affairs, Kommersant Ukrainian reports

Previously, the Main Service Centre of the Ministry of Internal Affairs annually held a tender procedure for the ordering, production and purchase of car number plates.

The purchased autonomous number plates were then transferred to the regional service centres of the Ministry of Internal Affairs. And they – to the territorial service centres of the Ministry of Internal Affairs. This procedure was extremely cumbersome and economically unprofitable.

From now on, the number plate will not be issued at the MIA service centre. The car owner can order the autonomous number plate at a place that has the right to produce it according to the state standard.

“The demonopolisation and regulation of the licence plate production market will contribute to the development of fair market competition and increase the convenience of obtaining administrative services,”

said Deputy Minister of Internal Affairs Bohdan Drapyatyi.

Companies planning to do so must submit the required list of documents to the Main Service Centre of the Ministry of Internal Affairs.

After that, the Main Service Centre of the Ministry of Internal Affairs notifies them of their inclusion in the Register of Business Entities. After that, private companies will be able to produce number plates with the series ОА, ОВ, ОС, ОЕ, ОН, ОІ, ОК, OM, UB, UC, AG, AJ, DB, NA.

How will it work?

All business entities, regardless of their form of ownership and legal form (their branches or separate subdivisions), which plan to produce number plates at the request of vehicle owners or their authorised representatives, should send a request to the official address of the Main Service Centre of the Ministry of Internal Affairs: 04085 м. Kyiv, 62 Lukyanivska St. or to the e-mail address [email protected] a completed application, which shall be signed by the head or authorised representative:

  • a copy of the document confirming the right of ownership/use of the premises or land plots on which such premises are located, where the production and/or issuance of number plates will be carried out (unless the ownership of the relevant real estate object is registered in the State Register of Real Property Rights)
  • copies of documents on compliance of the workplace of the electronic registry user with the requirements of the legislation, including in the field of technical protection of information in information and communication systems (to obtain a personal login and password for access to the electronic registry by the responsible person),
  • colour photographs of samples of number plates (front and back) of each type of number plates to be produced by the business entity;
  • a copy of the administrative document appointing the responsible person (if necessary).

If notifications and documents are sent to the e-mail address of the MIA CSC, they must be executed in accordance with the requirements of the legislation in the field of electronic document management and use of electronic documents.

After reviewing the submitted documents, the MIA Main Service Centre within five business days from the date of their receipt: sends information on the inclusion of the business entity in the list and indicates its serial number – generated automatically by the register; generates a personal login and password for the responsible person to access the electronic register.

As of today, no business entity is included in the Unified Vehicle Register, as the regulatory changes were adopted relatively recently.
