The Ukrainian market of automotive services is being adapted to EU standards. But gradually

The Verkhovna Rada has supported in general the European integration bill No. 4560, which allows adapting the Ukrainian road transport market to EU standards. This was reported by the Ministry of Communities and Territories Development, "Komersant Ukrainian" reports.

The draft law, which was supported by 267 MPs, is key to the integration of Ukrainian carriers into the European transport space.

It is designed to strengthen the competitiveness of Ukrainian carriers in the EU market and improve the level and quality of transportation services.

What will be the conditions for admission to road transportation?

When licensing carriers, the following will be taken into account

– the impeccable business reputation of companies engaged in road transportation. In other words, in order to obtain a license and conduct business, it will be necessary to be free of charges of serious criminal offenses and sanctions imposed, in particular, for serious violations of the law on road transportation;

– an appropriate financial position for the management of transportation companies – this may include a bank guarantee or insurance;

– professional competence of the managers of the transportation companies.

These requirements will apply to carriers engaged in international transportation of goods, passengers, or domestic transportation of passengers or dangerous goods.

The draft law also stipulates that all information about the road carrier will be accumulated through the Unified Complex of Road Transport Safety Information Systems.

The provisions of the draft law will come into force one year after the publication of the signed law. Thus, as explained by the Ministry of Communities and Territories Development, it will be necessary to confirm the updated license conditions when the draft law comes into force.

Ukraine continues to reform international transportation

The day before, the Ministry of Communities and Territories Development hosted a meeting with international passenger carriers with the participation of representatives of more than 100 companies.

According to the ministry’s representatives, businesses have already received tools to quickly open new routes. Over the past month, carriers have created almost 150 applications to open, extend or change routes.

In March, the Ministry already approved the decision to open 25 new international routes, extend 14 routes, and change four. All of these applications were submitted through the online international routes cabinet. Other submitted packages of documents are currently being reviewed.

Among the planned updates to the functionality of the cabinet are:

– the ability for the carrier to “see” whether there are any fines before submitting documents;

– the ability to add several parity carriers to the route schedule for one day;

– the ability to see the percentage of flight completion in the account.

The meeting also presented the peculiarities of the new procedure for issuing Interbus logbooks, which are permits for irregular passenger transportation abroad. The Ministry reminded that starting from April 1, carriers will be able to use only those journals that have been officially ordered in the carrier’s online office. So far, more than a thousand such magazines have been ordered.

The eCherga project proves its effectiveness

In March, the Ministry of Community and Territorial Development scaled up the eCheckpoint for border crossing to all licensed trucks, including vehicles weighing 3.5 tons or more.

The eCheckpoint scale-up was intended to streamline traffic at the border, eliminate physical queues, and prevent corruption risks. Over the course of the project, more than 1.5 million trucks have already crossed the border by online appointment.

It is also reported that the e-queue for passenger carriers is currently operating at all checkpoints – there are 29 of them. At the same time, slotting, that is, the ability to choose a specific time to cross the border according to the traffic schedule, is already in place at 23 checkpoints.

Analytics show that at these checkpoints, 70% of buses cross the border on time, i.e. by appointment for a specific time. Over the past six months, 35.5 thousand buses have crossed the border there, more than 25.5 thousand of them on time. The best rates of on-time border crossing were recorded at the checkpoints Yahodyn – Dorohusk, Rava-Ruska – Hrebenne, Dyakove – Halmeu, Mamalyha – Kryva, Starokozache – Tudora, Porubne – Siret, Chop – Zahony, Tabaky – Myrne, Vynohradivka – Vulcanesti.
