Ukrainian artificial intelligence is on the home stretch: when will the presentation take place?

Ukraine is developing its own artificial intelligence-based large language model (LLM), which will become the basis for chatbots, analytical systems, and automation tools.

Volodymyr Kulinich, head of the artificial intelligence laboratory at the Kyiv School of Economics, tells about this in an article by RBC-Ukraine, "Komersant Ukrainian" reports.

Today, apart from the United States and China, few countries have full-fledged capabilities for the development of artificial intelligence. However, Ukraine is confidently taking its place.

The country has specialists who can already implement AI technologies. Ukraine is negotiating the possibility of supplying advanced chips from American companies.

Given the electricity shortage, developing our own data centers is obviously not a priority. But there are successes where it is possible.

“We are on the way to becoming the third country in the world in terms of AI implementation in the state. In general, we are moving towards agent-based governance. The Ministry of Digital Transformation is moving to provide more services and try out the open models that already exist in partnership with Google and Meta, and train them on Ukrainian data,” Kulinich said.

According to him, Ukraine is currently developing its own large language model, which is the basis for creating AI-based products:

  • chatbots
  • analytical systems,
  • document flow automation tools,
  • voice assistants.

It is reported that Kyivstar is currently working on this in cooperation with the Ministry of Digital Transformation and the WINWIN AI Center without budget funding.

It is planned to be presented in December. The own LLM model is critical for national security in many areas, unlike other situations when Ukraine simply imported foreign developments without developing its own analogs.

“It’s a little different than, for example, with operating systems, because when we use a conditional Windows, we don’t transfer any data and it’s safe, give or take. When we talk about LLM models and AI technologies, there is a bigger threat,” Kulinich said.

For example, in the energy sector, foreign AI systems can collect confidential data on the vulnerabilities of objects to predict the load on the power grid. In a hybrid war, this creates risks of sabotage.

In medicine, imported models for diagnostics may contain biases based on data from other regions of the world, leading to treatment errors or even leaks of citizens’ medical data.

How Ukraine uses AI today

Earlier, the head of the Defense Intelligence of Ukraine, Kyrylo Budanov, described how Ukrainian intelligence uses artificial intelligence in its activities.

According to him, AI technologies in the work of the intelligence service are most often used to process large amounts of data.
