Ukrainians are not paying fines from the Transfer Pricing Commission on a massive scale: how many proceedings have been opened

The number of overdue and unpaid fines for violations of military registration rules from the Transfer Pricing Commission in Ukraine is growing rapidly. Since the beginning of the year, about 10,000 proceedings have been opened for unpaid fines – almost as many as for the entire year of 2023. This is reported by "Komersant Ukrainian" with reference to Opendatabot.

According to analysts, since the beginning of the year, 9,658 enforcement proceedings have been opened due to violations of military registration rules, i.e. due to overdue and unpaid fines from the Military and Civilian Control Committee. This is almost as many as for the whole of 2023 – 10,541 proceedings.

However, as Opendatabot emphasized, Ukrainians are in no hurry to pay fines. Thus, 23% of the proceedings opened in 2023 have not yet been paid. Among last year’s debts for transfer pricing fines, 52% have not been paid.

Where and who is most often fined

It is reported that Ukrainians are most actively fined this year in Dnipropetrovs’k region (1,053 proceedings), Kyiv (1,003), and Poltava (916).

Almost half of the overdue fines this year were issued to Ukrainians aged 25-35. Another 38% of the proceedings are for people aged 36-45.

It is worth noting that men aged 18 to 60 who have not updated their data in the TCC and JV or are not registered for military service face a fine of UAH 17,000 to 25,500 during martial law or for repeated violations, a rule introduced last year. Before that, the fine amount was UAH 1,700. The fine for citizens is UAH 17,000 to 25,500, and for officials and legal entities – from UAH 34,000 to 59,000.

If the fine is not paid on time, the amount is doubled after the case is transferred to the executive service. At the same time, payment of the fine does not exempt from fulfillment of the obligation that was violated, i.e. from the need to comply with the rules of military registration.

As a reminder, in early January 2025, the Verkhovna Rada passed Bill No. 12093 in the first reading, which proposes to provide citizens with a 50% discount when paying a fine for late updating of military registration data.
