Ukrainians have accumulated more than 735 thousand debts for traffic fines: where is the largest

The number of unpaid traffic fines in Ukraine continues to grow. According to the Unified Register of Debtors, out of 735,000 fines imposed in 2024, 37% remain unpaid. The largest debts were recorded in Dnipropetrovska oblast and Kyiv. This was reported by "Komersant Ukrainian" with reference to Opendatabot.

Debts on fines are growing at a record pace

Last year, the number of proceedings on unpaid fines increased by 33%. Compared to 2021, when fines were recorded before the full-scale invasion, their number increased 2.4 times.

Men make up the bulk of debtors – 83%.

At the same time, the number of women among debtors continues to grow: while in 2021 their share was only 9%, in 2024 this figure rose to 17%.

Most proceedings are opened against drivers aged 25-45.

Where in Ukraine are the most debtors for traffic fines

The highest rates of unpaid traffic fines were recorded in Dnipropetrovska oblast (10.4%) and Kyiv (10.3%). Odesa region is also among the top three with 7.8%.

Most regions of Ukraine have seen an increase in fines. The largest increase was recorded in the following regions:

  • Ternopil region – 81%
  • Ivano-Frankivsk region – 60%
  • Zakarpattia – 57%

At the same time, the number of violations in Kharkiv region decreased by 2%.

Overdue fines: which regions showed the largest increase

On average across the country, the number of unpaid traffic fines has tripled compared to 2021. The largest increase was recorded in the following regions:

  • Zakarpattia region – 5 times
  • Odesa region – almost 4 times
  • Ternopil region – 4 times.

At the same time, the number of proceedings has significantly decreased in Luhansk (-89.7%), Donetsk (-30.4%), and Kherson (-27.2%) regions. It is worth noting that there is no reliable data from the temporarily occupied territories and those close to the hostilities.

How to avoid problems with unpaid fines

Experts advise to regularly check your fines through official government services and pay them on time to avoid additional financial sanctions and problems with traveling abroad.
