Ukrainians will not pay for roaming in the EU: Zelenskyy signs law

President of Ukraine Volodymyr Zelenskyy has signed Bill No. 10265 on a unified roaming system with the European Union. Now, when travelling to the EU, Ukrainians will not have to pay for roaming – the tariffs for calls and the Internet will be within the “home” package. This was announced by the Verkhovna Rada, "Komersant Ukrainian" reports

The law was adopted to fulfil one of the conditions for Ukraine’s European integration in the field of electronic communications. It ensures Ukraine’s accession to the EU-Ukraine common roaming area and provides Ukrainians with roaming services in the EU in the Roaming Like Home (RLAH) mode.

In practice, RLAH is a service that means that when travelling in the EU, calls, SMS and data are included in the home package, and roaming services are provided at no extra charge.

Users of European operators travelling to Ukraine will also be able to enjoy the benefits of the common roaming area.

It should be noted that on 14 February 2023, the European Commission submitted a proposal to abolish paid roaming for Ukrainians in the European Union in the EU-Ukraine Association Agreement.

In July 2023, 22 European operators and 7 Ukrainian operators (3Mob, Data Group, Kyivstar, Lifecell, Ukrtelecom, Vega White, Vodafone Ukraine) extended the agreement on affordable roaming for Ukrainians abroad for another year.

on 22 May, the Verkhovna Rada of Ukraine passed in the second reading a draft law on a single roaming system with the European Union.
