Ukrainians who heat their homes with wood and coal will receive assistance: explanation of the Ministry of Social Policy

The Ministry of Social Policy of Ukraine plans to continue implementing a pilot project to provide additional support to the population for the purchase of solid stove fuel, represented by coal and wood, for the heating season 2024-2025. About in response to a request "Komersant Ukrainian" the Ministry of Social Policy reported.

“Currently, the Ministry of Social Policy has developed and, together with the Office of the United Nations High Commissioner for Refugees and the Pension Fund of Ukraine, is working on a draft resolution of the Cabinet of Ministers of Ukraine “On the extension of the implementation of a pilot project to provide additional support to the population for the purchase of solid household heating fuel in the heating season 2024-2025”,

– the Ministry said.

It stressed that, as in the previous year, the assistance will be available to those citizens who are entitled to a housing subsidy or a privilege for its purchase.

“In the amount of the actually justified need for social standards of heat consumption of the population when heating their homes at prices set on the Ukrainian market for solid fuels represented by coal and wood,” the Ministry of Social Policy said.

The draft act stipulates that

  • the minimum standards for providing the population with solid fuel for the purpose of granting benefits will be the amount of solid fuel that can produce 12,064,500 Kcal of heat (which can be roughly obtained from 6.22 tonnes of freshly cut wood with a moisture level of 50 per cent or 1.87 tonnes of coal available on the Ukrainian market);
  • minimum standards for providing the population with solid household stove fuel for housing subsidies – the amount of solid fuel that can produce 14,367,096 Kcal of heat per household per year (which can be roughly obtained from 7.41 tonnes of freshly cut wood with a moisture content of 50 per cent or 2.23 tonnes of coal available on the Ukrainian market)

The price cap for solid fuel will be set at UAH 0.001129935 per 1 Kcal.

“It is assumed that, like last year, additional support for the population will be financed from two sources: the state budget and UNHCR funds. At the same time, the UNHCR independently determines the categories it is ready to finance and the amount of payments for additional support to the population,” the ministry added.

Currently, the minimum standards for the provision of solid fuel to the population for the provision of benefits are 1 tonne per household per year, and 2 tonnes per household per year for housing subsidies.

“The maximum cost of solid fuel for the provision of benefits and housing subsidies in 2024 is UAH 3,824.63 per 1 tonne of solid fuel. It is envisaged that in the following years the maximum cost of solid fuel will be indexed to the forecast consumer price index of the current year,” the Ministry of Social Policy said.
