Recently, there have been increasing cases of obstruction of the work of territorial recruitment and social support centers (TSCs and SS) in Ukraine, which have been reported in social networks and the media. Such actions, including threats, moral pressure, or physical violence, not only complicate the work of the Armed Forces of Ukraine, but also undermine the country’s defense capabilities under martial law. The Armed Forces of Ukraine emphasized that such offenses are punishable by up to 8 years in prison, "Komersant Ukrainian" reports
The Land Forces Command of the Armed Forces of Ukraine published an official statement warning citizens of the legal consequences of obstructing the work of the TCC and JV.
“Any intentional obstruction of the performance of military duties, including threats, moral pressure, use of physical force or damage to vehicles, is a serious offense and is qualified under Article 114-1 of the Criminal Code of Ukraine,” the Armed Forces of Ukraine noted.
They also emphasized the key role of the TCC in ensuring the country’s defense capability.
“The TCC and JV play a key role in ensuring Ukraine’s defense capability, in particular during martial law and mobilization, helping to protect our country from external and internal threats,” the command added.
What is the punishment?
According to the Criminal Code of Ukraine, actions that impede the activities of the TCC representatives are punishable by imprisonment for a term of 5 to 8 years.
This may include
- physical resistance or attacks on the military
- verbal threats or intimidation
- blocking of transport or destruction of property
- organizing or calling for such actions online
“The intention to obstruct – even if the result has not been fully achieved – is already considered an offense,” the military emphasized.
Even minors can be held responsible
It is separately noted that all citizens who have reached the age of 16 and are of sound mind are responsible for such actions.
“This applies to both a conscious desire to interfere with the work of the TCC and the JV, and actions when a person is aware of the possible consequences but still ignores them,” the AFU added.
Transparency of the TCC: what is changing
The Land Forces Command of the Armed Forces of Ukraine reported that the work of the TCC and JV is currently being reformed to make it more transparent and open. This includes improving procedures, increasing efficiency and combating corruption risks.
“Today, we are rebooting the work of the TCC and JV, doing everything to make it transparent and open. At the same time, obstructing the work of these structures can have serious consequences for national security,” the Army said.
How to avoid problems with the law?
To avoid legal liability, citizens should follow the following recommendations:
- Do not resist the representatives of the TCC and JV in the performance of their duties.
- Avoid threats, moral pressure or physical violence.
- Do not spread calls on social media to obstruct the work of the TCC.
- Cooperate with the authorities and facilitate mobilization activities, if necessary.
The Land Forces emphasized that supporting the work of the TCC is a civic duty that contributes to the common victory of Ukraine.
“We urge everyone to abide by the law and contribute to the efforts aimed at protecting our country. This is not only a civic duty of everyone, but also a contribution to the common victory,” the command summarized.
