“Ukrposhta introduces new cash on delivery limits for individuals: what will change from July 1

The national postal operator Ukrposhta, following Nova Poshta, has announced that it has updated the conditions for cash on delivery. This is reported by "Komersant Ukrainian" with reference to information on the official Facebook page of the state-owned company.
The changes will come into effect on July 1, 2025, and, according to Ukrposhta representatives, will affect mainly those customers who systematically sell goods without registering their business.
“Working transparently is the norm. We support Ukrainian entrepreneurs, but it is important that all activities are carried out in accordance with the law,” Ukrposhta emphasizes.
New limits: what exactly will change
“Ukrposhta is updating the limits for individuals who receive cash on delivery payments at its branches. The new limits are as follows:
- The maximum amount of payment transactions within one calendar month is UAH 100,000.
- The maximum number of such transactions per month is 10.
The changes, as the company emphasizes, are aimed at combating shadow trade and tax evasion without affecting ordinary customers.
“We conducted a risk analysis and updated the terms and conditions so that most customers will hardly feel it. And those who are affected have been given time to prepare,” the statement said.
Payments to the card remained unchanged
For customers who use cash on delivery payments to a bank card, the limits remain unchanged. They are much higher and cover the needs of more active users:
- Up to UAH 29,999 per day and up to 50 transactions per day.
- Up to UAH 250,000 per month and up to 500 transactions per month.
These limits, according to Ukrposhta, are sufficient for any individual who is not engaged in business activities. At the same time, the company openly encourages those who regularly sell goods through postal services to register as a sole proprietor or other legal form of business.
Social responsibility and fiscal discipline
Amidst the war and economic difficulties, Ukrposhta is a model of a state-owned company that not only survives but also generates budget revenues. uAH 3.1 billion in taxes paid is an important contribution to the country’s financial stability.
Updating the cash on delivery policy is another step towards a transparent economy where even microbusinesses operate within the law.
“We do not only deliver parcels, we support the economy and entrepreneurship in difficult times,” Ukrposhta said.
The state postal operator emphasizes that the changes, which come into force on July 1, are not a ban, but a regulatory tool aimed at developing legal business and a responsible approach to trade.
What preceded it
Starting June 1, 2025, NovaPay, a financial service owned by Nova Poshta, will introduce new restrictions on money transfers and cash on delivery for individuals. These changes are aimed at increasing transparency of operations and legalization of business, as well as reducing the risk of financial fraud.
Main limits for individuals
According to the new rules, ordinary NovaPay users will be able to make no more than five cash on delivery shipments per month with a maximum amount of UAH 30,000. These restrictions are designed to separate personal financial transactions from business activities that require official registration and taxation.
All limits are displayed in the NovaPay mobile application, allowing users to monitor their transactions in real time. If the amount or number of transactions indicate business activity, the service reserves the right to request additional explanations regarding the origin of the funds.
Response to market challenges
The introduction of limits is a response to real market challenges, where cash on delivery is often used as a way to avoid official business registration and tax evasion. NovaPay conditions encourage sellers of goods and services to switch to a legal format of work, for example, through the registration of an individual entrepreneur (IE).
For entrepreneurs who want to work without restrictions, the company offers to activate the “Control Payments” function, which involves official tax payment and reporting. This allows you to make an unlimited number of cash on delivery transactions while maintaining full legal purity.
Importance of the new rules for the economy
Legislative initiatives and self-regulation by major financial market players such as NovaPay are part of Ukraine’s broader strategy to strengthen financial discipline and fight the shadow economy. In a country in a state of economic instability due to the war and sanctions, transparency of financial flows is critical to attracting investment and stabilizing the budget.
The new limits will also help to build trust in payment services and create a safer environment for users, protecting them from fraudulent schemes and non-transparent transactions.
