UPG goes on the offensive: 34 ANP and Avias filling stations resume operations under the new brand

More and more filling stations, which until recently operated under the unofficial Privat group, are returning to the Ukrainian market. Many of them are starting to operate under the UPG brand. How large-scale this process can be – found out
34 filling stations that previously operated under the ANP and Avias brands will join the UPG network of filling stations in Kyiv and Kyiv region. The first renovated stations are already open to the public, and all facilities will start operating by the end of September. on July 10, 2025, the Antimonopoly Committee of Ukraine allowed UPG to lease these 34 gas stations in Kyiv and the region. And now many of them are ready to receive visitors.
Over the past two months, the Antimonopoly Committee has granted UPG several permits to lease gas stations. The latest decision was made on September 4, when Ukrpaletsystem, which is developing the UPG network, was allowed to take control of the assets of 75 more single property complexes – gas stations.
Pavlo Kirilenko, Chairman of the Antimonopoly Committee of Ukraine, explained in an interview with NaftoRynok that UPG’s strategy is to acquire assets in stages: first, lease, then purchase.

UPG is launching 34 filling stations in Kyiv and Kyiv region, which the company calls “a record-breaking one-step network expansion”. It should be understood that before the launch, the company carried out extensive preparatory work at each of the sites: cleaned fuel storage tanks, updated equipment, and ensured the supply of high-quality gasoline and diesel. And all this within a couple of months.
UPG has always been an ambitious company that strives for growth. Since the company was founded in 2003, UPG has been able to grow from a single small gas station in Korosten to a national network of filling stations. This is the vision of the company set by its owner Volodymyr Petrenko. I would like to emphasize that today it is important for us not only to open facilities quickly, but also to provide customers with quality service and supply fuel from leading refineries in the EU and the US.
On September 4, the Antimonopoly Committee of Ukraine approved the lease of 75 more facilities for UPG. This is not the only permit granted to the company over the past two months.
Together with the latest decision of the AMCU, we have permission to lease 202 facilities located in Kyiv, Lviv, Kirovohrad, Dnipro, Mykolaiv, Odesa, Zaporizhzhia, Cherkasy, Poltava and other regions. Some of them are already open, and some are still in the process of preparation.
Does UPG have the financial and technical capabilities to implement all these plans?
UPG is a financially stable company with over 20 years of experience, so we have enough resources and our own infrastructure to implement such large-scale projects. The company has the largest fleet of road trucks and rail tank cars in Ukraine, sea and river terminals in Poland, and contracts for fuel supplies from the best refineries in Europe and the United States. At the same time, we are actively expanding our management team and recruiting new specialists to implement changes and maintain high standards of the network.
We have clarified the scale of the network development, but what about the qualitative changes. Your filling stations often resemble recreation centers with restaurants, shops, and open areas. Will you continue to move in this direction?
We will continue to develop the formats of large leisure complexes, invest in technological solutions, energy efficiency and expand the range of services for drivers. But at the same time, we will launch smaller filling stations, which will allow us to pay more taxes, create jobs and restore energy infrastructure in the regions.
