UPG continues to absorb ANP and Avia networks: what is known

The Antimonopoly Committee of Ukraine has granted Ukrpaletsystem (UPG network) permission to lease 27 gas stations that previously operated under the ANP and Avia brands. This was reported by the AMCU press service, according to "Komersant Ukrainian".
The decision was made on January 29, 2026.
Which gas stations are coming under UPG’s control
According to the Antimonopoly Committee, Ukrpaletsystem has been granted permission to acquire control over gas stations in the form of a lease.
These are the following facilities:
- Eurotrade Expo LLC — 7 gas stations;
- Tekila Gold LLC — 5 gas stations;
- Korso Town LLC — 4 gas stations;
- Like Invest LLC — 3 gas stations;
- Perspektiva Pro LLC — 3 gas stations;
- Sorella Oil LLC — 3 gas stations;
- Sirius Gold LLC — 2 gas stations.
According to the YouControl analytical system, the ultimate beneficial owner of most of these companies is Yuriy Kipperman, the father of Mikhail Kipperman.
Further expansion of the UPG network
This is not the first large-scale expansion of the UPG network. In December 2025, the AMCU already allowed Ukrpaletsystem to lease another 23 gas stations.
The company leases the largest number of facilities — eight gas stations — from Taros Group LLC. The list also includes the assets of the following companies:
- Vertix Mall, Albiland, and Jasmi Trade — three gas stations each;
- Sky Project, Like Invest, and Tequila Gold — two gas stations each.
Earlier, Ukrpaletsystem had already received permission from the AMCU to lease a total of 398 gas stations that operated under the ANP and Avias brands. In addition, Yupidji LLC received permission to acquire another 26 gas stations from these networks.
Thus, the company already controls 447 gas stations that previously belonged to the ANP and Avias networks.
Positions in the fuel market
Thanks to its active expansion, UPG has become the second largest gas station network in Ukraine, second only to Ukrnafta, which operates 665 gas stations.
What is known about UPG
Ukrpaletsystem operates in two key segments:
- wholesale sales of light petroleum products (gasoline shipments);
- retail sales through the UPG network of gas stations, which currently has more than 80 gas stations.
In addition to the fuel business, UPG is actively developing non-fuel services, in particular the VIVO café restaurant chain at its facilities.
The company continues to increase its market presence, in particular through the assets of the Privat Group. On November 27, the AMCU allowed UPG to acquire 16 gas stations, and on November 20, to lease another 15 gas stations and purchase 10 facilities.
