The Government and the National Security and Defense Council are preparing a one-year moratorium on business inspections

The new Prime Minister of Ukraine, Yulia Svyrydenko, has held her first government meeting and meetings with key ministers. The first priorities have already been formed.

Svyrydenko said that the following issues are being prepared for next week: a moratorium on business inspections, domestic arms production, and reconstruction.
According to the prime minister, the government, together with the security forces and the coordination of the National Security and Defense Council, is preparing a decision that will give businesses more freedom. In particular, a one-year moratorium on inspections is planned.
“This issue has already been discussed with President Volodymyr Zelenskyy – his instruction is clear: to give more freedom to internal economic forces. This also means continuing the de-shadowing of the economy, ensuring equal conditions that are beneficial to white business,” the Prime Minister writes.
In addition, an audit of criminal cases against businesses has already begun. The priority is to close unfounded proceedings that block business activities.
“New cases will be authorized only by the Prosecutor General or regional and district heads,” the statement said.
At the same time, tax and customs inspections will be limited. In addition, control over the legality of investigative actions will be strengthened.
“Inspections will be conducted only in high-risk sectors, and bona fide businesses will be protected. We are ready to initiate changes to the laws to better protect business, reform supervision and ensure fair use of confiscated Russian assets,” Svyrydenko said.
According to the Prime Minister, next week the government plans to launch grants for the production of ammunition and explosives.
“This is to support the defense industry and localize critical production. The details will follow the government’s decision. The project is coordinated by Mykhailo Fedorov and Denys Shmyhal,” the head of the Cabinet of Ministers wrote.
Svyrydenko informed that the government is also launching a pilot project “Design and Build”. It will allow for faster construction or restoration of housing, hospitals, schools, and other infrastructure.
She also wrote that the very approach to construction is now changing. In particular, the state is holding tenders not for design, but for the full implementation of the facility on a turnkey basis.
The Prime Minister emphasized that this is a European practice known as Design-build, and this approach has long been used in the EU as an effective mechanism.
“The contractor will be responsible for both the development of project documentation and construction work. The project will last for 2 years – under the control of Oleksiy Kuleba and his team, as well as the Recovery Agency,” Svyrydenko summarized.
