The government wants to increase the number of reservations: who can get a new reservation

The Cabinet of Ministers of Ukraine is going to expand the categories of people who will receive reservations from mobilization to the Armed Forces. This is stated in the Cabinet’s response to a petition on the government’s website, which called for the lifting of restrictions on reservations for utility companies, "Komersant Ukrainian" reports.
The petition No. 41/007551-24ep states that currently, employees of critical infrastructure operators in the life support sector (utility companies) are entitled to partial reservations of no more than 50% of the employees of such companies. The petition demanded that this restriction be lifted.
“It is obvious that utility companies are important for meeting the needs of local communities in their settlements, as they carry out a range of activities around the clock to ensure the proper functioning of the life support systems of settlements (municipal water supply, sewage, heat supply, etc.) and provide their utilities to the population and community enterprises,”
– the petition reads.
The government seems to agree with this argument. After the petition gained the required 25,000 signatures, the Cabinet of Ministers responded to it, noting that it plans to listen to the signatories and raise the reservation quota for utilities to 75% of the employees of the relevant enterprises.
“In pursuance of this decision, the Ministry of Economy has prepared and submitted to the Cabinet of Ministers a draft of the relevant Government act. Currently, the said draft act has been submitted for consideration at a meeting of the Government Committee on Economic, Financial, Agrarian Policy, Strategic Industries, Fuel and Energy Complex and Veterans’ Affairs,”

The current situation with reservations
As reported by , the Cabinet of Ministers recently extended the deadline for booking employees until March 31 for companies that have not yet managed to confirm their criticality. In addition to extending the deadline, the government has allowed companies that have updated their criticality status to book employees until April 1 without a 72-hour data processing period.
This will significantly speed up the process and simplify the registration procedure.
Employees can apply for booking exclusively through the Diia portal. This means that company managers no longer need to issue paper orders – the process is completely electronic.
Important: if an employee has already been booked, the previous booking must be canceled before submitting a new application.
How to apply for a reservation through Diia
Step-by-step instructions:
- Log in to the Diia portal.
- Select the Employee Booking service and click Apply.
- Enter the required employee data.
- Confirm their salary level.
- Check the application and sign it (this must be done by the manager or an authorized person).
- Wait for consideration – a notification will be sent to your email and in Diia.
The confirmed reservation will be displayed in the Reserve app. If the reservation is made after the critical enterprise status has been updated, it will be valid for the period of criticality – up to 1 year.

Who can get the status of a critical enterprise
The critical enterprise status can be granted to companies that meet at least three criteria, two of which are mandatory
- the average salary of employees is at least UAH 20,000;
- no tax and unified social contribution arrears.
The third criterion can be chosen by the company:
- payment of taxes and duties in excess of EUR 1.5 million per year (equivalent in hryvnia);
- foreign exchange earnings of more than EUR 32 million per year (excluding loans and credits);
- strategic importance for the economy and security of the state (defined by the government list, the Cabinet of Ministers of Ukraine No. 83 of 04.03.2015);
- importance for a particular sector of the economy or a territorial community (criteria are determined by the relevant government agencies, CAAs);
- resident status of Diia.City;
- supply of electronic communication services with a certain level of income.
How to get the status of a critical enterprise
- Obtain official confirmation.
- Identify the relevant authority (Ministry of Energy, Ministry of Digital Transformation, Ministry of Agriculture, etc.)
- Prepare and submit documents (financial statements, certificates of salary and tax discipline).
- Submit an application to the relevant authority and wait for a decision (up to 10 business days).
