The government has begun preparations for the resumption of air travel: the members of the working group have been announced

The Ministry of Community and Territorial Development of Ukraine has established a special working group tasked with preparing for the resumption of operations at Ukrainian airports following the lifting of restrictions caused by the full-scale war. The relevant order, No. 511, has been published on the ministry’s website.
The group’s main task is to develop solutions for resuming civil air traffic and ensuring the security of aviation infrastructure.
Why the working group was created
As noted in the document, the newly formed group will serve as an advisory body under the Ministry of Community and Territorial Development.
Key tasks include:
- preparing proposals for the resumption of civil aviation flights
- assessing security risks
- protecting critical infrastructure
- developing recommendations for the government.
It is expected that meetings will take place both in person and online.
Who heads the working group
Serhiy Derkach, Deputy Minister of Community and Territorial Development, has been appointed chair of the working group. He will have the authority to involve representatives of state agencies, local authorities, and relevant enterprises in the group’s work.
Organizational support for the group’s work will be provided by a structural unit of the Ministry of Development.

The group includes representatives of key government agencies and the aviation industry, specifically:
- Oleksiy Dubrevskyi, CEO of Boryspil International Airport
- Tetyana Romanovska, Director General of Danylo Halytskyi Lviv International Airport
- Andriy Yarmak, Director of the state-owned enterprise “Ukraerorukh”
- Mykola Boiko, First Deputy Head of the State Agency for Infrastructure Restoration
- Deputy Commander of the Ukrainian Air Force Pavlo Yelizarov
- Serhiy Korshuk, First Deputy Head of the State Aviation Service
- Serhiy Batechko, representative of the State Emergency Service
- Vladimir Kudak, Director of Kyiv International Airport
- Dmytro Kushpil, representative of the Ministry of Development.
When might flights resume in Ukraine
The issue of opening Ukrainian airspace to civil aviation has been under discussion since 2023. Among the airports considered for the initial launch were:
- “Boryspil”
- Lviv
According to experts, the security situation remains one of the key factors. In particular, for a safe departure from Boryspil Airport, an aircraft must remain in Ukrainian airspace for about 40 minutes before reaching a safe zone.
At the same time, Ukrainian authorities have repeatedly emphasized that the decision to resume flights will depend exclusively on security guarantees.
