Government to audit “critical” enterprises due to sharp rise in bookings

Companies recognised as critical will be audited in Ukraine. The booking procedure itself will not be suspended for the duration of the audit. First Deputy Minister of Defence Ivan Havryliuk told the Suspilne media outlet, "Komersant Ukrainian" reports.

Havryliuk denied the information spread in the media about the alleged suspension of the mobilisation reservation process.

According to the official, it was he who initiated the audit at the government meeting, which will check the enterprises that received the status of critical importance from local governments. If they do not meet the criteria, their right to be booked will be reconsidered.

The reason for the audit is a sharp increase in the number of bookings. According to Havryliuk, for two years this figure has been at around 540,000 people, but in the last few months it has doubled and exceeded one million.

According to him, the commission will include representatives of the army.

As previously reported, the information about the suspension of reservations was leaked to the media on 9 October. It was reported that the decision to inspect the companies was made after President Volodymyr Zelenskyy learned that 1.5 million Ukrainians had been booked.

Earlier, Prime Minister Denys Shmyhal said that more than 900,000 Ukrainians had received a reservation for mobilisation.

Criteria for enterprises critical to the economy

Cabinet of Ministers Resolution No. 76 defines the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihoods of the population during a special period:

  1. the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
  2. the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
  3. the company is of strategic importance for the economy and security of the state according to the list;
  4. the enterprise is important for a sector of the national economy or for meeting the needs of the territorial community;
  5. no arrears in the payment of a single contribution to the obligatory state social insurance;
  6. the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
  7. the company is a resident of Diia City.

An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a reasonable need”.
