In his evening address on November 14, President Volodymyr Zelenskyy said that the government had officially launched a comprehensive audit of state-owned companies. According to him, the first reports on the audit have already been presented by Prime Minister Yulia Svyrydenko, "Komersant Ukrainian" reports
Zelenskyy emphasized that the results of the audits would be handed over to law enforcement and anti-corruption agencies, and the Cabinet of Ministers should provide them with full support.
“The government has already started auditing all state-owned companies. The results of the audit should be handed over to law enforcement and anti-corruption agencies, and the government should provide them with maximum assistance. This is what I am counting on,” the President said.
What will be checked: focus on defense and energy
The Cabinet of Ministers has ordered a broad audit of the largest state-owned enterprises, particularly in the strategically important areas of energy and defense.
Prime Minister Svyrydenko said that attention will be focused on:
- transparency and legality of procurement;
- management efficiency;
- reliability of financial reporting;
- control over the use of budget funds.
The supervisory boards of such state-owned companies as Naftogaz, Ukroboronprom, Ukrzaliznytsia, Ukrhydroenergo, and state-owned banks have been instructed to analyze the work of their executive bodies.
Separately, the State Audit Service will conduct financial control at large state-owned enterprises.
Why the audit became urgent
The need for an extensive audit arose after a large-scale corruption scheme at Energoatom was exposed. The investigation found that a group of officials and businessmen systematically received bribes from the company’s counterparties for facilitating contracts.
The day before, on November 13, Svyrydenko said that the government was preparing a comprehensive solution for all state-owned companies to prevent such corruption mechanisms.
