The Government is expanding access to preferential mortgages: mobilized military will be able to get housing at 3% – what will change

Mobilized military personnel will now be able to apply for a mortgage under the eHouse program at 3%, as the government has made a decision to equalize their opportunities with contract soldiers.

This was announced by Prime Minister Yulia Svyrydenko, reports "Komersant Ukrainian".

Previously, the preferential rate was not available to all categories of servicemen: those mobilized from the ranks of the Armed Forces could not apply for a 3% loan, while the military of other security agencies could.

Svyrydenko noted that the changes are aimed at ensuring fairness and supporting those who were called up during mobilization.

What restrictions will apply

To ensure that the program remains social, the government has set limits on the area of housing:

  • apartment – up to 115.5 m²
  • house – up to 125.5 m²

How many people have already taken advantage of the program

According to the government, as of today:

  • 21,864 families have received housing at a reduced mortgage rate;
  • the total amount of loans issued is UAH 37.4 billion;
  • 6,438 military personnel and veterans have already been able to purchase housing under the program.

Expanding access means that this number will grow, especially given the large number of mobilized people who have been excluded from the preferential rate until now.

Background and discussion around the changes

The issue of revising the rules was raised in early summer. The head of the parliamentary committee, Danylo Hetmantsev, insisted that the mobilized should have access to loans at 3%.

At the time, the Ministry of Economy explained that the original logic of the program was to encourage people to stay on the contract. However, the availability of additional resources at the Ministry of Veterans allowed the compensation mechanism to be expanded to include mobilized soldiers.

The government’s decision effectively eliminates the imbalance between different categories of military personnel and may become one of the most popular social changes of the year.
