The government has reduced the list of tax-exempt goods for volunteers and charity workers: what has changed

The Cabinet of Ministers of Ukraine has significantly reduced the list of goods and services exempt from taxation when providing charitable assistance, but at the same time added new important items to it. This was reported by the Ministry of Social Policy of Ukraine, according to "Komersant Ukrainian".

Thus, the government’s “List of funds, goods (works, services), the amount (value) of charitable assistance for the purchase or in the form of which is not included in the taxable income of personal income taxpayers” has been reduced from 500 to 133 items. The respective amendments were made to the Resolution No. 112 as of February 22, 2014.

Despite this reduction, the Ministry of Social Policy reported that

“The Cabinet of Ministers of Ukraine has expanded the possibilities for providing charitable assistance”.

Nevertheless, the list was supplemented with important new categories:

  • Unmanned systems.
  • Electronic warfare (EW) and electronic intelligence (EW) equipment.
  • Components for drones and electronic warfare/electronic intelligence means.
  • Means of tactical medicine.
  • Medical services.
  • Education and science services.

The key innovation is the possibility of tax-free importation of volunteer vehicles into Ukraine. The procedure for their registration by military personnel has also been simplified.

The Cabinet of Ministers believes that the updated list expands the ability of public organizations to provide support to members of the Defense Forces, veterans and internally displaced persons.

According to the statistics of the Ministry of Social Policy, since December 2023, the Automated Humanitarian Aid System (AHAS) has registered more than 150 thousand cargoes.
