Government simplifies the procedure for granting combatant status: what has changed for the military and their families

The Cabinet of Ministers has adopted a number of changes to the procedure for granting and revoking the status of combatant, which should simplify access to the service for veterans and their families. This was announced by the government’s representative in the Verkhovna Rada Taras Melnychuk, "Komersant Ukrainian" reports
The Cabinet of Ministers of Ukraine has adopted amendments to two key resolutions – No. 413 of August 20, 2014 and No. 700 of August 14, 2019. They relate to the procedure for granting combatant status, issuing certificates, and access to the Unified State Register of War Veterans for relatives.
The amendments are intended to simplify electronic submission of documents, eliminate duplication of procedures and expand the rights of families of servicemen who were captured or went missing.
The procedure for obtaining the status of a combatant has been updated
Resolution No. 413 “On Approval of the Procedure for Granting and Processing the Status of Combatant” has been revised.
Main changes:
- the provision requiring the applicant to indicate the form and method of issuing the certificate in the application submitted through the Diia portal or the Unified State Register of War Veterans was removed;
- upon completion of the application in electronic form, it is no longer necessary to separately submit a photo for the issuance of a paper certificate – it will be issued automatically based on digital data;
- the paper application form for obtaining the status of a combatant has been updated to become more unified and comply with the requirements of digital integration with Diia.
These changes should eliminate technical failures that occurred during the parallel processing of paper and electronic certificates and make the procedure more transparent and faster.
New rights for families of prisoners and missing persons
The updates also affected the CMU Resolution No. 700 “On the Unified State Register of War Veterans”.
From now on, parents of military personnel who:
- are in captivity of the aggressor state, or
- are recognized as missing under special circumstances,
- have the right to request information from the Register of War Veterans.
Previously, such data could only be obtained directly from the military or their official representatives.
The government also added a requirement to confirm the applicant’s actual place of residence, which will help avoid abuse and protect the personal data of military personnel.
