The Government has simplified the extension of deferrals: what will change and what documents are needed

The Cabinet of Ministers has adopted a decision that greatly simplifies the procedure for automatic extension of deferments from mobilization for guardians. The Ministry of Defense of Ukraine announced the update of the mechanism, "Komersant Ukrainian" reports
The changes apply to citizens who provide guardianship, custody, permanent care or maintenance of an adult and are entitled to a deferral in accordance with the law.
What exactly has the government changed?
The Cabinet of Ministers has clarified the list of documents that guardians must submit in order for their deferral to be extended automatically without additional application to the TCC.
The main change is that now, for automatic data processing, the guardian can provide: the registration number of the taxpayer’s account card (RNOKPP)
That is, the identification code of the adult person under guardianship or care.
Previously, a larger package of documents had to be submitted manually to confirm the status, which created delays and errors in processing requests.
Why was this done and what does it change?
The Ministry of Defense explains that the new approach allows for correct electronic interaction between:
- The Unified State Register of Conscripts, Persons Liable for Military Service and Reservists;
- Registers of social protection;
- Other state databases.
This means that the system will be able to automatically confirm the existence of guardianship by checking the information on the RNOKPP of the person being cared for.
“The introduced changes guarantee the correct and uninterrupted operation of the mechanism of automatic extension of deferrals for this category of citizens,” the Ministry of Defense noted.
Who can use the updated mechanism
The procedure applies to those who exercise
- guardianship of an adult citizen
- foster care
- permanent care;
- maintenance of a person who needs outside help.
For this category of persons, the deferral may be extended automatically if the registers confirm the fact of guardianship or care.
How the automatic extension of the deferral works
- The TCC receives data from state registers.
- The system automatically checks the RNOKPP of the person under guardianship.
- If the fact of care is confirmed, the deferral is extended without applications and without additional documents.
- The citizen is notified in the prescribed manner.
What does this mean for guardians
- There is no need to submit documents manually every time.
- The risk of losing or delaying status due to bureaucratic errors is reduced.
- The deferral is extended faster and more continuously.
- The accuracy of state registers is increasing.
This is the first step in the digitalization of procedures related to reservations and deferrals.
